Outer Banks in November: The Weather, What’s Open, and What Changes

The short version

November is the month the Outer Banks goes quiet without going cold. The National Weather Service station at Cape Hatteras averages a 66°F high and a 52°F low for the month, and the ocean at the Duck research pier starts November in the low-to-mid 60s and ends it in the mid-to-high 50s. The clocks fall back on the 1st, so the days end early — sunset is a little after 5 pm to start and about 4:50 by Thanksgiving — but the beaches are as empty as they get, the houses are on off-season rates, and the striped bass have arrived in the surf. On November 16 every ORV route on Cape Hatteras National Seashore goes to 24-hour access, and on November 30 hurricane season ends.

The caveat is the same as October’s, only more so: this is nor’easter season. A three-day blow can close ramps, flood NC 12 on Hatteras and cancel a ferry run. November weather

The numbers, from the Cape Hatteras weather station’s 1991–2020 normals and NOAA’s ocean gauge at Duck:

• Air: average high 66°F, average low 52°F. The first half of the month still produces shirtsleeve afternoons; by Thanksgiving a jacket is standard after 3 pm and a hat is welcome on the beach at any hour when the wind is up.
• Rain: about 4.8 inches for the month, a step drier than October. It tends to arrive in two or three systems rather than as afternoon showers.
• Ocean: low-to-mid 60s at the start of the month, mid-to-high 50s by the end (Duck readings, 2023–2025). That is wetsuit water for surfers and wading water for anglers; the lifeguard stands came down in the fall. Live readings by town are on the water temperature page.
• Daylight: the clocks fall back on Sunday, November 1. Sunset is about 5:05 pm on the 1st and about 4:48 pm on the 30th, so a beach drive is a morning-and-early-afternoon plan.
• Wind and storms: November is when the nor’easter season settles in. A strong northeast blow stacks water against the beach, puts ocean overwash on NC 12 on Hatteras Island and closes ORV ramps for a day or two; the clearing day behind it is calm, bright and empty. What changes in November

• Cape Hatteras National Seashore goes to 24-hour access on November 16. Night driving returns route by route through the fall as the last sea-turtle nests hatch out, and on the 16th every ORV route is open around the clock. The National Park Service ORV permit is still required, all year.
• The town beaches are open to 4x4s. Nags Head and Kill Devil Hills allow beach driving from October 1 through April 30 with a town permit; Kitty Hawk and Southern Shores do not allow beach driving at all. The 4x4 beach access map shows the areas.
• Currituck beach parking permit: not needed. The county’s permit season ended on the last Saturday of September and does not start again until May 8, 2027. You still need a true 4x4; the beach is the road north of Corolla. See the Carova Beach guide.
• The horses are still out. The Corolla herd lives on the beach and the sand roads year-round, and with the summer traffic gone the sightings get easier. The wild horses guide covers where to look and the rules.
• Lighthouses. Currituck Beach Lighthouse climbs through November 30 (closed on Thanksgiving Day), and that is the last climb on the Outer Banks until spring: Bodie Island closed for the season on October 12 and Cape Hatteras Lighthouse is closed for climbing for all of 2026 for restoration, grounds open. • Fishing. November is the changing of the guard: the big red drum push fades early in the month, and the surf striped bass run takes over on the northern beaches and at Cape Point. Our November surf fishing guide covers the month species by species.
• Ferries. The Hatteras–Ocracoke ferry runs year-round on its off-season timetable, first come, first served, and is free through December 31 — tolls begin January 1, 2027. The passenger-only Ocracoke Express is finished for the year. The ferry guide has the routes.
• Hurricane season ends November 30. Named storms in November are rare but not unheard of; after the 30th, the weather risk is nor’easters only.
• Hours shrink. Many restaurants and shops shorten their hours after Thanksgiving weekend, and some close for the winter. Call before you drive out for dinner, especially on Hatteras and Ocracoke.

Three dates in November

• Outer Banks Marathon weekend, November 6–8. The islands’ oldest road race, run on a fast, flat course that finishes in Manteo. Expect road closures and slow traffic along the course on race morning.
• WinterLights at the Elizabethan Gardens opens November 20 and runs on select nights through December 29, 6 to 9 pm, in Manteo. The garden is lit end to end; tickets are sold online and at the gate, and the Gardens recommend buying ahead.
• Thanksgiving, November 26. The aquarium on Roanoke Island and the Currituck Beach Lighthouse close for the day; Wright Brothers National Memorial and Jockey’s Ridge stay open, and the beach is the best place on the Banks to walk off dinner.
